The game just didn't let me liberate, didn't offer me the option, and didn't score it at the end either. The game had previously worked fine for one of the other conditions (have 4+ of yellow and 4+ of blue), but for this condition it did not work.• Какой браузер вы используете?

I think that you misread the POLITICAL SURGE: "Three REVEALED cards of any one suit".
For liberating with this condition, the cards should already be revealed before liberating.
In this game, the 2 and 6 of supplies were not revealed so the condition was not fulfilled.
