- step F - perks - Deal 3 face up near the board.
- step I - random start player
- step K - player mat (faction) selection
- step N - starting resource cards
Steps E and F are before step K. This is my main point here. I expect modules in Reactor and 3 Perk cards will be visible when I'm selecting my faction.

Your bug has probably been fixed already, or was linked to a temporary failure of BGA service.
In any case, when filling a bug report, make sure to have an explicit title linked to the incident (ex: with error message), so other players can recognize it and vote for it.
