I wasn't able to pass and not attack. So, instead, I was forced to attack during hiring rather than during combat.

Why not? What happened when you tried? Was there an error? Something else?
Please provide lots and lots of information. All this may seem obvious to you, but from our point of view the game's been working fine for years now. If something is suddenly wrong, we're going to need a ton of detail to figure out what.
