The game does not highlight the expected hexes for me to terraform, and when I click on those hexes I receive the error message of "You cannot transform this Terrain space (Adjacency rule)", which is misleading and erroneous according to the tunnel rules.

История отчёта
In this game I encountered the same situation. Two spades from cult bonus but I was only able to tunnel one time, since I had choosen a hex that only needed one spade the other spade was used next to my building in the east of the map.
I think this is an issue of the rules reading.
"With the Great Tunnel as the starting point, the Dwarves may Tunnel through 2 Terrain spaces instead of just 1. Every time they get Spades as a Cult Bonus, they may Tunnel to spend these Spades (and not paying Workers for that Tunneling)."
The question to answer is: Do they get only one Tunneling-Action per Cult Bonus Phase or to they get the Tunneling-Action per Spade?
"Every time they get Spades as a Cult Bonus, they may Tunnel to spend these Spades."
When you get Spades as a cult bonus, you get them at once, so you can only tunnel once. You can still use unused spades to transform adjacent terrains spaces.
Also, I think that there is no bug, and that earning 8 VP without spending workers would be an exaggerated advantage for the Dwarves.
