In the rules it states...
Receive 1 VP and perform a Work Basic Action of value 1 for each completed row or column in your bookshelf.
The top tooltip makes is sound like you get the Work Action regardless and is quite vague, the rules are very clear. I thought (incorrectly) I was going to get the work action regardless based on the about of work icons I had. -
