История отчёта
In the game there are 3 types of special tiles (season, wind, & dragon). From my understanding this dragon card only works with dragon tiles as stated below.
copy from english rulebook:
You get 1 VP for each Shrine in your Realm with at least 1 adjacent face-up Dragon tile.
