I tried using the effect of the australian pelican to perform an additional build action after playing it. When this happened, even though I was trying to add extra strength to the action with X-tokens, and the build action was upgraded, the game would not allow me to build beyond 5 tiles when playing it at strengths > 5. The same exact thing happened one turn later when trying to do this again, this time being capped at 2 tiles (current strength of the build action at the time).
