Please see the BLDG1 entry in the FAQ. The game is correct and you've misinterpreted the game rules. We'd be happy to help you if you'll provide two things:
1. The error message ("i want to include this mine and i can't" doesn't tell us anything)
2. A screenshot showing what you're trying to do.
"federation not allowed with a mine near an other federation of the same player"
changed to
"Illegal federation not allowed"

- Помогло ли решить проблему нажатие F5?
