I could not figure out why I was unable to plant or play a summer visitor. The reason was that I didn't have the necessary structure for my vines and my summer visitors required either planting or more money than I had.

I would have expected to still be able to select the action (even if it isn't highlighted in blue like the actionable ones) and then see an error letting me know "you don't have the required structure to plant" or "you don't meet the requirements to play any of the cards in your hand"
