I apparently acquired financiers from the supremacy bonus and cards. It shows 1 needing allocating if I start with this over doing my 4 resources, but I cannot figure out where you allocate it. I have clicked everywhere on the screen. If I start with the resources, I do all the resources and then I am told to allocate THREE financiers. There is no indication still how this is done. Reset allocations doesn't do anything either. We are stuck here.

The Allocate button is how you take the red cubes and round discs from your supply (in the physical game, you keep these on your empire card) and place them on cards that require them.
You have no cards under construction that require any discs. Red cubes work as wilds, so you could potentially place those on any cube slot, but it doesn't look like you have any red cubes at the moment. Consequently, there's nowhere for you to actually place stuff when you click on that button.
I'll make a note to revisit how that button is displayed. Maybe there's something we can do to clear up the wording on it to make it clearer.
"Unable to allocate financiers"
changed to
"Unable to allocate financiers when there's nowhere to place them"
Just don't allocate them until you're ready to put them somewhere.
