This has confused several players in the games I've played on BGA. We are also clearly not the only people who has been confused by this wording as there is an old closed bug report which shows that someone else also thought that the wording meant that they should still be able to draw special routes. I suggest that this text is changed to read "you must use all dice and can draw a special route (max 3)". Or alternatively that the part "you can draw a special route" is removed after a player has used 3 of the special routes. Either of these options would reduce the potential for confusion and improve the implementation of this game.
