История отчёта
There are a few unlocalized strings in mapIsValidFederation, but "Not enough building size to form a federation" is not among them. I'm not sure what's going on there.
The "special Aktionen" in the tutorial seems to be a weird quirk of BGA's translation system: the previous line ("- power/Q.I.C. actions") has been broken down into two substrings ("- power/Q.I.C." and "actions"), and BGA seems to be performing replacement in order. So before we get to "special actions," the word "actions" has already been replaced.
We don't control the tutorials, though, so there's not much we can do about those.
