Hades and Mausoleum text was written before the Agora expansion, when there were only "constructed" cards. There is no difference in game mechanics between 'construct' and 'recruit', just a proper use of language (because some cards are buildings and others are people).
Arguments have been made in favor of the interpretation currently implemented, it's your right to reject them.
