This only is an issue when playing on my phone (iPhone 6SE). I have many different times and during several games, at different points in the game. The list does not pop up.

This problem does not always occur. It is unclear what determines whether I will be able to see them or not.
The above report saying "no important consequences for the game" is *wrong*. Counting which cities are immediately at risk is a cruicial part of Pandemic strategy. I lose many games that might have been won without this bug.

I have the "bug" on android : i can see discard cards when the zoom if off.
Only have to clic on "Arrow/hand" icon under my picture/name and it works.

This is a consistent problem on Iphone 6S and also on my brothers android. I assume it affects all mobile devices.
Neither the Discarded infection card deck nor the discarded draw deck for cures can be viewed, this makes it much more difficult to track what cards are left and what cards are/will be shuffled back into the infection deck when an epidemic strikes.
This information is all easily viewable on PC
